Introduction
A type of Advanced Practice Registered Nurses (APRN), nurse practitioners provide primary care. However, in the state of Arkansas, regulations limit the ability of APRN to practice independently. The FTC have argued that the scope of practices regulations is meant to enhances the safety of the patient and more often extend towards protectionism(Iglehart, 2013). Many have advocated that by easing the regulatory burden and increasing nurse practitioner’s scope of practice is likely to address the problem of shortage of health care professional since it will attract nurse practitioners. It is mandatory for advanced practice nurses to meet the standards of practice for registered nurses (RNs).
Physician supervision/oversight
Analysis have showed supervision requirements for nurse practitioners (NP) have been divided into two categories: full practice and collaborative practice. In full practice the state practice and licensure law provide for nurse practitioners to evaluate patients, diagnose, order and interpret diagnostic tests, initiate and manage treatments which include prescribing medications under the exclusive licensure authority of the state board of nursing(Mitchell, et al., 2014). In the case of collaborative practice agreement, a written statement that defines the joint practice of a physician and an NP in a collaborative and complementary working relationship. Most often it includes the responsibilities of both the collaborating physicians and the NP often defines the prescribing authority of a NP.
In the state of Arkansas, full practice is not applicable since the state allows NP under the collaborative practice agreement and the supervision policy requires that nurse practitioners must have a collaborative practice agreement with a physician who has a similar scope of practice; with the collaborative practice agreement, nurse practitioners are given the mandate to prescribe schedule III, IV, and V medications; and nurse practitioners must have a separate certification to prescribe medicine.
